Dr. Jay Moorman

Chief Executive Officer

Dr. Moorman is a technology leader with over 20 years of experience developing and implementing government and commercial solutions that drive transformative growth. Prior to joining CTI, Dr. Moorman created scalable, cutting-edge solutions in support of the U.S. defense and intelligence communities with Bell Labs, Alcatel-Lucent, and LGS Innovations. He most recently served as senior vice president for CACI International’s Wireless Solutions division. In this role, Dr. Moorman led innovations that spanned across multiple disciplines such as 5G communications, software defined radios, and resilient architectures.

Cary Murphy

Chief Operating Officer

Ms. Murphy is a seasoned GovCon executive with over 23 years of experience in contracts, acquisition, and operational leadership. As CTI’s Chief Operating Officer, she drives operational excellence, ensuring efficiency and strategic growth. An expert in federal contracting, she has held key leadership roles, including Federal Contracting Senior Consultant, Contracts and Proposal Manager, President, and Director of Infrastructure at various GovCon entities. With a talent for problem-solving and change management, she excels at identifying challenges, assessing strategic impacts, and implementing innovative solutions that create “win-win” outcomes for both CTI and its customers.

Steve Kropac

Chief Technology Officer

Mr. Kropac is an innovator with over 25 years of experience growing and leading technology teams creating innovative solutions for some of the toughest challenges in the IC and DoD. Prior to joining CTI, Mr. Kropac led research, development, and deployment efforts in CNO, C5ISR, Cyber/EW, cloud computing, telecom, modeling and simulation, and security analysis. From his early days as a software engineer to today, he has built customer relationships in cyber operations, led multi-disciplinary teams, managed next-gen mobile network labs, and overseen P&L for large tech organizations.

Dustan Hellwig

Founder & Chief Strategy Officer

Mr. Hellwig is an industry expert with over 30 years of experience in government contracting and electromagnetic spectrum operations (EMSO). As the founder of CTI, he has been a driving force in delivering cutting-edge solutions to the defense and intelligence communities. A respected voice in EMSO and multi-domain defense technologies, he frequently speaks with Government and Industry leaders and plays a key role in shaping strategy. Today, he leads CTI’s strategic direction, leveraging his deep expertise to advance mission-critical capabilities.

Marcia O'Brien

Chief Financial Officer

Ms. O’Brien is an accomplished financial executive with over 30 years of experience driving financial excellence in the government contracting industry. As CTI’s Chief Financial Officer, she oversees all aspects of financial operations, including planning, reporting, accounting, and compliance. Prior to joining CTI, she served as CFO of MCR for over two decades, who supported defense and civilian agencies, NATO, and European ministries with mission-critical engineering solutions. Her expertise in financial strategy and operational efficiency ensures CTI’s continued growth and stability.
